Judge David Bell is a New Orleans-based jurist, educator, and business leader whose career spans the courtroom, classroom, and corporate leadership. After earning his juris doctor from Southern University Law Center in 1995, Judge David Bell founded his own law firm and later served as Judge, and then Chief Judge, of Section C of the Orleans Parish Juvenile Court, where he championed reforms including alternatives to detention and rehabilitation programs for at-risk youth. He has served as an adjunct professor of political science and criminal justice at Southern University at New Orleans since 1998, and he currently leads Personal Care Partners, LLC, a multi-state healthcare enterprise he founded in 2011. He also serves on the boards of Do the Write Thing and the Children’s Youth and Planning Board. His background in juvenile justice reform informs the discussion of civic engagement below, including how organizations such as Alpha Phi Alpha Fraternity, Inc. support voter education.

Voter participation depends on more than reaching a polling place or receiving a ballot. In practice, participation often depends on earlier steps that voters can easily miss, including registration status, address updates, deadlines, and state-specific voting rules. Those steps differ by state and can affect whether a person is ready before Election Day.

Alpha Phi Alpha Fraternity, Inc. supports that preparation through organized voter education and registration efforts. Alpha Phi Alpha Fraternity, Inc. identifies itself as the first intercollegiate fraternity founded by African American men.

Its national programs give chapters defined ways to serve through voter engagement, mentoring, education, and elder care. The fraternity says its governing body adopts national programs and chapters implement them.

The fraternity’s central voter education program is A Voteless People is a Hopeless People. The program focuses on voter education and voter registration, which differ.

Voter education helps people understand practical steps that affect participation, such as how to prepare, check their status, and find official election guidance. Additionally, the program carries historical weight.

Alpha Phi Alpha traces the effort to the 1930s, when many African Americans had the right to vote but still faced barriers. The fraternity names poll taxes, threats of reprisal, and lack of education about the voting process as barriers that kept people from voting. That history explains why the program treats voting access as both a legal and practical issue.

Registration remains important because election participation depends on administrative requirements that vary by place. A voter may need to correct an address, update a name, meet a deadline, or confirm that a previous record still appears correctly. These details can change after a move or name change, and official guidance tells voters to check their information before deadlines pass.

Alpha Phi Alpha’s approach makes voter education personal. Its program materials encourage members to ask family members, friends, coworkers, church members, and fraternity brothers whether they are registered. That method uses everyday relationships to prompt awareness of registration before a voter discovers a problem too late.

Next, the organizational work happens through chapters, volunteers, and planned activities. A 2024 Alpha Phi Alpha effort supported chapter microgrants tied to voter education, registration, and mobilization for the 2024 United States election cycle.

The listed program areas included public-issues forums, candidate forums, debate watches, voter and civic education, voter registration drives, and get-out-the-vote programs. Those activities show how a national priority becomes scheduled chapter work.

Moreover, the program also reaches beyond administrative preparation. Alpha Phi Alpha’s voter education work expanded to include political awareness and empowerment through town meetings and candidate forums.

These settings give voters a way to hear candidates and speakers discuss issues before they make decisions, rather than treating participation as a last-minute act.

For professionals who work around law, education, or public administration, the lesson is procedural. Access often depends on whether people understand the steps required to exercise a right, not only on whether the right exists.

Alpha Phi Alpha’s program shows how civic education can address that gap through official election steps, repeated outreach, and public discussion.

Lastly, Alpha Phi Alpha Fraternity, Inc. prevents voter education from narrowing to a single election cycle by embedding it in a continuing national program. A named program, chapter participation, and public-facing events give the work a structure that can return when voters face deadlines, rules, or information gaps.

Together, those details show voter education as repeated service rather than a one-time reminder.
